Paul Blanchard
Welcome to my website!
I am a development economist interested in big data and new data sources and how they can help us answer development questions. I currently work at the The World Bank within the Global Data Facility - Mobile Phone Data for Policy program. I'm an affiliated researcher at LEDa-DIAL.
My research uses various types of mobile phone data to unveil new patterns of human movements that are otherwise difficult to capture with traditional data sources. I combine phone-derived mobility and migration measures with satellite imagery and survey data to investigate macro-development issues related to urbanization, spatial frictions and structural transformation. I also apply these data and methods to better understand the impact of climate on human mobility, in particular on temporary migration in Sub-Saharan Africa.
I completed my PhD in Economics at Trinity College Dublin in 2023 and worked as a post-doctoral researcher at French National Research Institute for Sustainable Development. I also hold an engineering degree from Ecole Centrale Paris and a MSc in Economics for Development from the University of Oxford. Prior to my PhD, I was a Disaster Risk Management consultant at The World Bank and worked on projects related to climate resilience, climate change adaption, food insecurity and adaptive social protection.
